Meeting Minutes April 26, 2008
Catalina Oaks Homeowners Association Board of Directors
The minutes summarize items addressed and actions taken by the board at the meeting. If you would like more detail please contact any member of the board and consider attending the next meeting. Ten homeowners attended this meeting.
Board President, Ms. Elaine Florence, called the meeting, held at the Rock Ridge Community Center, to order at 10:00. Additional board members present Mr. Gaylord Hansen, Mr. Dick Byram and Mr. Bob Scully. Not in attendance were Mrs. Jean Kay and Mrs. Shirley Spitzer.
Elaine mentioned that Mrs. Shirley Spitzer has resigned from the board and then she read the meeting minutes from the 1-12-2008 meeting. Prior to doing so she requested that all comments and questions be held until the board agenda, dated 4/26/2008, was covered.
The agenda had 14 items that were discussed during the meeting. Items 4, 5 and 9 were tabled because Jean was not in attendance and they were her specific items to address. Elaine will get with Jean to get the data to close out those line items.
Item # 1 - Dick is working at odd jobs around Catalina Oaks and that is fine as long as the board members agree.
Item # 2 - Two members of the board must sign off on all association business.
Item # 3 - Association Liability Insurance – It was noted that an association like ours should have at least $2,000,000 coverage, as a minimum. A comment was made suggesting it would be better to have $5,000,000, depending on what the association could afford. A question was raised about the homeowner liability if the association insurance was inadequate and did not cover a potential claim. Gaylord will have further discussion with legal on the subject, as the board could not answer the question at the meeting.
Item # 4 - Association Finances – Tabled
Item # 5 - Monthly assessment delinquencies – Tabled
Item # 6 - Association Governing Documents – Improvements and modifications - All members must abide by the association governing documents when it comes to improvements and modifications to homes in the community. If you decide to make a change to the paint color of your house, add a new roof, etc., the information must be presented to the Architectural Review Board for approval prior to any work starting.
Home Sales - It was noted that some NEW homeowners in the community had not received any information about the Catalina Oaks Deed Restrictions at the time of sale. Individuals who are selling or plan to sell their house must provide a package (Deed Restrictions) to the real estate agent and new potential buyers prior to the home sale. This package is available from Gaylord. If this package is not provided the buyer may be able to cancel the contract without penalty at anytime.
Item # 7 - Common Ground Maintenance - Dick will coordinate this action with Eddie and get him to continue with the once a week cleanup in Catalina Oaks for $450 a month.
Item # 8 - High Electric Bills – Gaylord mentioned that there was some press recently that may impact the high electric bills we are getting.
Item # 9 - HOA Officers 2008 – It was noted that the board must file the 2008 Catalina Oaks Board members with the Secretary of State of Florida. Elaine will get with Jean to see if that has been done.
Item # 10 - DuHaime Wood Structure – The structure is on county property.
Item # 11 - Wall Extension – Consideration was being given to continuing the fence along the south and east property line. Cost input was obtained. A chain link fence was estimated at $6000. A styrofoam look-a-like wall that would mimic the existing cinderblock wall would cost $60,000. Gaylord noted that a chain link fence is not acceptable per the bylaws. The cost of extending the wall is not justified and no further action is being considered.
Item # 12 - Solar Light Switches – Dick will replace the switches for the light fixtures at the entrance of the community (southwest corner at 6th Avenue).
Item # 13 - Parking on the Grass – The grassy area next to the mailboxes is being used for parking by some while getting mail, which is killing the grass and causing ruts. Bob will place NO Parking signs to see if that will eliminate the problem. It was also mentioned that some residents park on the street next to the mail box, which impedes traffic flow, and some leave the car door open while they get mail. These are potential accidents and should be avoided for your safety as well as those who are coming and going.
Item # 14 - Standing Water (Southside of lot 11) – Not sure what can be done but Gaylord will look into this further.
The “Deed Restricted” sign needs attention, some road repair work is needed to the asphalt and the entry garden needs some care. Dick will coordinate this activity and get with Uta, who expressed and interest in sprucing up the Entrance Garden.
Some residents did not receive minutes for the last meeting.
As the board continues to use unlicensed and uninsured workers what is the homeowner’s liability in the event of a suit (ref. item 3). Gaylord will respond.
